Who can replace a townhome roof in Vadnais Heights?

Vadnais Heights is a Ramsey County city of about 12,800 people (Census ACS 2020–2024) covering about 8.5 square miles north of St. Paul, between Shoreview, White Bear Lake and Little Canada. It's known for Vadnais Lake and the big regional park around it.
French Canadian families named Bibeau, Vadnais, Garceau and Morrisette settled here in the 1840s; Paul Bibeau took 160 acres on Centerville Road in 1845, and Jean Vadnais made his home on the southeast shore of the lake in 1846. The area was part of White Bear Township until a 1956 fight over a proposed water system split the township. In July 1957, 277 of 360 voters approved incorporating the Village of Vadnais Heights, and the Legislature made it a city in 1974. The community's first Booya was held at Lake Vadnais Park in 1963, and Heritage Days began in 1978; since 2024 it's called Vadnais Heights Days. The city recently won $2.84 million from the state's Environment and Natural Resources Trust Fund for a 21-acre nature area behind City Hall, less than half a mile from East Vadnais Lake.
