Why this corner of Chisago County is different

Who issues a roof permit in Stacy, North Branch and Wyoming?

It depends on the town. Stacy sends building permits, plan review and inspections to Chisago County's Environmental Services and Zoning office in Center City, while North Branch and Wyoming each run their own building departments. Since Stacy absorbed Lent Township on December 29, 2023, many rural addresses that used to be township parcels are now inside Stacy city limits.

Stacy was a small city of about 1,700 people at the 2020 census. After an orderly annexation approved in 2023, the city took in the rest of Lent Township effective December 29, 2023, while 1,099 acres went to North Branch and 3,638 acres went to Chisago City. Stacy now covers about 30 square miles, and its population was estimated at 4,367 in 2025. If you live on a former Lent Township road, your permit questions changed even though you never moved.

For Stacy addresses, the city moved building and mechanical permit processing to Chisago County on January 1, 2023. You apply at the Government Center in Center City, county staff set the permit fee from the construction value, and checks go to the Chisago County Treasurer. The city's own tip: if your address has NE in it, you're not inside Stacy city limits.

North Branch and Wyoming handle permits themselves. North Branch requires permits whether a contractor or the homeowner does the work, has a Residential Re-Roofing Permit Process handout, and closes a permit only after a final inspection. Wyoming's Department of Building Safety reviews, permits and inspects construction in the city and asks for inspections to be scheduled 24 hours ahead. We confirm the right office from your address before any work starts.

Along I-35

Three Sunrise River towns, three kinds of roofs

Stacy, North Branch and Wyoming are strung along I-35 and the Sunrise Prairie Regional Trail, and each grew in its own way.

Stacy

Stacy sits on the Sunrise River and now includes most of former Lent Township, from the small town grid near the Stacy Trail exit to wooded rural lots. About 96 percent of occupied homes are owner-occupied, and about 220 are manufactured homes (Census ACS). The Sunrise Unit of Carlos Avery Wildlife Management Area, mostly tamarack bog along the river, takes up 5,136 acres of the old township.

North Branch

North Branch is named for the north branch of the Sunrise River and sits where I-35 meets Highway 95. It became one city on November 14, 1994, when North Branch and neighboring Branch merged after a second referendum. More than half of its roughly 4,800 homes were built from 1990 to 2009, and it has more townhomes than its neighbors (about 465 single-family attached units).

Wyoming

Wyoming lies along the south branch of the Sunrise River, just north of Forest Lake. Its housing peaked in the 1990s, when about 996 of today's roughly 2,900 homes were built, and many sit in wooded neighborhoods with mature trees over the roof. This is 1970s-to-2000s housing on bigger, wooded lots. The median home was built in 1990 in Stacy, 1993 in Wyoming and 1995 in North Branch (Census ACS 2020–2024), so a lot of these houses are on their first or second roof, and many of those roofs have now seen several Chisago County hail seasons.

The June 10, 2026 storm is the one this area remembers. NOAA storm reports put 1.75-inch hail at Chisago City, about 2.6 miles from our Stacy job, and 1-inch hail a mile southwest and two miles east of Wyoming the same day; we were on a Stacy roof the next morning. Before that, 1-inch hail fell near Stacy on May 9, 2022, with a 60 mph gust, and on August 26, 2018. Wind is a regular threat too: 70 mph on July 21, 2016 and 58 mph on August 26, 2024 near Stacy, and 75 mph on July 12, 2017 and 60 mph on September 21, 2024 near Wyoming.

Codes & permits

Do you need a permit to replace a roof in Stacy, North Branch or Wyoming?

Yes, in all three, but the office is different. Stacy's building permits go through Chisago County Environmental Services and Zoning in Center City; North Branch and Wyoming issue and inspect their own. Repair King pulls the permit under our Minnesota contractor license (BC695228).

Stacy: building permits are required for new construction, remodeling, alteration and repair work, applied for at the Chisago County Government Center (651-213-8370). Inspections are scheduled with the county, typically with 24 hours' notice. The City of Stacy itself still issues sign, fence and driveway permits.

North Branch: the city's Building and Inspections Department processes permits, allows up to 10 business days for plan review, and requires a final inspection before a permit is closed. Wyoming: the Department of Building Safety at City Hall, 26885 Forest Boulevard, handles permits; inspections are scheduled 24 hours ahead at 651-462-0575. Neither Wyoming nor Chisago County issues electrical permits; those come from the state.

What ties Stacy, North Branch and Wyoming together?

A railroad, a river and a highway. The railroad from St. Paul to Duluth, completed in 1870, ran through all three towns; its later Burlington Northern line is now the Sunrise Prairie Regional Trail, and I-35 runs beside it.

The Sunrise Prairie Regional Trail opened in 1988 and runs 24 paved miles through Chisago and Washington Counties, with parking and kiosks at Harris, North Branch, Stacy and Wyoming; Stacy's trailhead is at Lions Park on Stacy Trail, about five blocks east of I-35. Stacy's post office dates to 1873, the Stacy-Lent Volunteer Fire Department has served the area since 1947, and North Branch has the highest concentration of Swedish ancestry of any U.S. city with at least 10,000 people.
