About one in four St. Cloud homes was built before 1960, and many of those roofs sit on old board decking, sometimes under more than one layer of shingles. The City of St. Cloud's reroof rules require a tear-off when a roof already has two or more layers, and the city prefers tear-off photos, showing the exposed deck, deck repairs, step flashing and ice and water barrier, instead of an on-site tear-off inspection. That makes a careful photo record part of the permit, not an extra.
St. Cloud's oldest housing sits close to the Mississippi, around downtown and the St. Cloud State University area, where the Southside Neighborhood Historic District alone holds roughly 261 buildings built between the 1880s and the 1950s. Census figures put about 11% of the city's homes at 1939 or earlier. On the older homes we've inspected here, we've found stucco walls, steep main roofs, detached garages and roof edges that have been re-covered more than once.
The city's Residential Reroof handout spells out what happens when the old roof comes off: gaps over 1/4 inch in existing decking must be overlaid with at least 3/8-inch sheathing or filled in with wood, rusted or damaged flashing must be replaced, and ice and water barrier is required on every roof except a detached accessory building with no conditioned space. Because city inspectors aren't allowed on a roof unless OSHA safety requirements are met, the tear-off photos are how the deck gets checked.
That's why our crews photograph the deck, every repair and the flashing on St. Cloud jobs as the work goes. The Grande Depot opened in 2008 after two years of restoration built around the roof of the original 1912 Soo Line depot. Our crew inspected its shingle roof, metal cupolas and flashing in September 2021; the store closed in July 2026 after an 18-year run.
In September 2019, weeks after 2.5-inch hail was reported near St. Cloud, we walked every level of the black rubber roofs at Washington Place. Our photos show ponding water, open seams at the metal edges and chalk-marked damage near the coping.

St. Cloud grew outward from the Mississippi River, and the roofs reflect it: steep-roofed older homes near downtown and campus, mid-century and 1970s–80s houses farther out, and newer construction toward the edges of a city that reaches into three counties.
Home to the Southside Neighborhood Historic District, a local district of roughly 261 buildings from the 1880s to the 1950s in Gothic Revival, Romanesque, Colonial Revival and other period styles. Steep roofs, old flashing and layered shingles are common, and many houses near campus are rentals.
The Pantown Neighborhood Historic District covers 27 properties along 8th Street North and 33rd Street North. The wider north side is mostly residential streets, and we've inspected homes there after the 2026 storms.
Around Talahi Community School on University Drive SE, with a mix of houses, townhomes and apartment buildings. Several of our 2021–2026 inspections were on streets in this part of town.
Named for Riverside Park and the Munsinger and Clemens Gardens along the Mississippi River. Mature tree canopy here means more shade, moss and gutter debris on older roofs.
St. Cloud's Lake George sits at the heart of town, with paddle boat rentals in summer. Downtown's St. Cloud Commercial Historic District covers 64 properties, and roofs nearby skew toward older two-story homes and mixed-use buildings.
St. Cloud's housing is older and more rental-heavy than most Minnesota suburbs: about a quarter of homes were built before 1960, and fewer than half are owner-occupied. Nearly a third of housing units sit in buildings with 10 or more units, so flat and low-slope multifamily roofs are a big part of the city's roof stock alongside century-old houses.

St. Cloud has had a busy stretch of hail. Local storm reports put 1.5" hail near our St. Cloud job sites on August 7, 2026 and again on July 4, 2026, and there have been 10 days with 1"+ hail reported near those sites since 2015. The largest was 2.5" on July 26, 2019. The most recent damaging wind came on June 16, 2025, with trees and limbs reported down in Waite Park and west St. Cloud, and the strongest measured gust in the reports was 61 mph on May 12, 2022, the same day 1.75" hail fell. Yes. The City of St. Cloud requires a building permit for re-roofing; only a small repair of less than 100 square feet due to damage or decay is exempt. The city's Building Safety Department issues the permit and does the inspections, and it prefers tear-off photos instead of an on-site tear-off inspection.
Repair King pulls the permit under our Minnesota contractor license (BC695228). For a tear-off, the city asks for photos of the front of the house with the address visible, the exposed roof deck, every deck repair before and after, new sheathing, step flashing and the ice and water barrier and felt. We take those photos as a normal part of the job, then the city schedules the final inspection.
St. Cloud's reroof handout also requires shingles rated for 110 mph design wind speed (the city says 3-tab shingles typically don't meet it and asks to be contacted first), ice and water barrier on all roofs except detached accessory buildings with no conditioned space, and replacement of rusted or damaged flashing.
