Red Wing
Red Wing grew up on the Mississippi River bluffs, and Barn Bluff — on the National Register of Historic Places since 1976 — still anchors the north end of downtown. The city's Downtown, St. James, Historic Mall and residential conservation districts protect blocks of century-old homes, where roofs mix original slate-look asphalt with later re-roofs. Our Red Wing jobs have covered a home on East Avenue and another on Pineview Court, documented the same way whether the house sits in a historic district or a newer subdivision.

Winona sits between the Mississippi River and Sugar Loaf, a 500-foot bluff whose limestone cap was quarried through the 1880s to build the city's sidewalks and stone buildings. Winona's East Second Street, Third Street and Windom Park Residential are its three major historic districts, and the housing nearby runs from steep-roofed Victorians to simple bungalows. We've worked on roofs on South Baker Street in town and along County Road 9 outside it, and Winona also carries the largest hail report in this whole region: 2.75 inches on June 17, 2021.

Goodview started as a subdivision six blocks west of the Winona city line, platted by Clarence and Catherine Witt in 1927, and voters made it an official city in August 1946. Homes here are mostly mid-century one-story houses. We've also worked on a maroon standing-seam metal roof at a West 6th Street property, checking every panel seam and fastener for hail dimples the same way we'd check a shingle roof.

Minnesota City was one of the first planned settlements in this part of the state — colonists with the Western Farm & Village Association crossed the ice from La Crosse in the winter of 1852 to found it, a year before the town that became Winona took its name. It still sits at the edge of the bluffs along Highway 248. Our Minnesota City job was a full tear-off down to the deck, synthetic underlayment installed before new shingles went on.

Altura was incorporated as a village in 1906, though its post office dates back to 1891, and the town marked its 125th anniversary with a Hometown Fest celebration. It's farm country outside town, and we've worked on two properties along 130th Avenue, inspecting both house shingles and the steel roofs on outbuildings for hail damage.

Zumbrota's Main Street sits a few blocks from its landmark: a Town-lattice-truss covered bridge built over the Zumbro River in 1869, one of the few original covered bridges left standing in Minnesota. German and Scandinavian settlers built the town's early churches, schools and grain mills after the railroad arrived in 1870. On our Zumbrota job on Marie Lane, we chalk-marked hail hits across the shingles the same way we document every inspection.

Bellechester was laid out in 1877 right on the line between Belvidere Township in Goodhue County and Chester Township in Wabasha County, with Highway 16 marking the divide — the name blends "belle," French for beautiful, with the Chester Township line. It's one of the smallest towns we cover, and our job on Redwing Avenue there was a two-story stucco-and-siding home near the town's center.

Every summer, the same storm lines that move up the Mississippi and Zumbro valleys bring hail to these towns together. NOAA Storm Prediction Center reports show 2.75-inch hail near our Winona and Goodview job sites on June 17, 2021 — the largest hail reported anywhere in this region since 2015 — and 2-inch hail near Minnesota City on July 13, 2024. Red Wing saw 1.5-inch hail as recently as April 17, 2026, and Zumbrota had 1.25-inch hail on March 28, 2025. Hail that size cracks shingle mat, dents gutters and vents, and can leave standing-seam metal roofs — common on the farms around Altura and Zumbrota — with dimpled panels that are easy to miss from the ground.

Permits: seven towns, a few different offices
Red Wing issues its own building permits through the Community Development Building on Bush Street, or online through the city's CloudPermit portal, and Winona's Inspections Department requires a permit for re-roofing too — currently $69 for a residential re-roof and $134 for commercial, under city code chapter 51. Zumbrota also issues permits for in-town roof jobs through its own city office.
Outside those cities, permits generally run through the county. Goodhue County requires a building permit for roofing work everywhere in the county: inside a city, you apply at that city hall; in unincorporated land — including the Goodhue County side of Bellechester and the farms around Zumbrota — the county issues it directly. Winona County's Planning & Environmental Services office covers unincorporated land around Goodview, Minnesota City and Altura, and Wabasha County covers its side of Bellechester. Minnesota's statewide building code requires ice-and-water shield along eaves and valleys on every reroof we do, whether it's a shingle roof in town or a standing-seam metal roof on a farm outbuilding near Altura or Zumbrota.

Red Wing has several designated historic districts (Downtown, St. James, Historic Mall and two residential conservation districts), and Winona has three: East Second Street, Third Street and Windom Park Residential. Do I need a different building permit in Zumbrota than out in the surrounding township?
Yes. Inside Zumbrota city limits, the city issues the permit. Outside city limits, it runs through Goodhue County instead. Repair King checks which office has jurisdiction before scheduling.
