Rochester's new re-roofing permit rule
Effective May 1, 2025, the City of Rochester requires a building permit and inspections for residential re-roofing, re-siding and window replacement — a requirement that previously applied only to commercial and multi-family properties. Repair King pulls the permit under our Minnesota contractor license (BC695228) and schedules the required sheathing, underlayment and final inspections.
Rochester enforces the 2020 Minnesota Residential Code, which requires ice-and-water shield along all eave edges in our climate zone. That detail matters here: Rochester averages more than 45 inches of snow a year, and ice dams are one of the most common causes of moisture damage in local homes.
