Do you need special approval to re-roof in Edina's Country Club District?
You need the right permit. Edina's ePermits system lists a separate Residential Reroof Historic permit, in a category that requires plan review, which is the permit to expect for a Country Club District home. A Certificate of Appropriateness from the Heritage Preservation Commission is required for demolition, new construction and significant structural changes to street-facing facades, so a re-roof that changes a street-facing roofline or dormer needs a conversation with the city planner first.
The Country Club District covers 14 blocks between Minnehaha Creek, Sunnyside Road, Arden Avenue and West 50th Street. Thorpe Brothers Realty platted it in 1924 on the old Browndale Farm and enforced strict architectural covenants, and 507 of its 555 homes were built from 1924 to 1944. The district was added to the National Register of Historic Places in 1982, and its homes are mostly Colonial Revival, Tudor Revival, Georgian Revival and Mediterranean Revival designs.
Those styles mean steep gables, dormers, brick chimneys and plenty of valleys. On a house like that we measure every pitch, photograph every chimney and dormer flashing, and record the existing roof material before anyone talks about replacement, because the city's Plan of Treatment is written to protect the district's historic integrity.
Outside the district, Edina's roofs are mostly newer. The median home was built in 1971, and more than a quarter of its homes are in large condo and apartment buildings, where one flat roof is shared by an association. When did hail last hit Edina?
NOAA storm reports put 1.75-inch hail near the center of Edina on August 10, 2020, the largest reported there since 2015. The last reports before that were 2-inch hail on August 6, 2013 and 1-inch hail on May 31, 2013. Wind has been the more frequent problem: large tree limbs came down at Rosland Park on June 9, 2026, trees fell on Valley View Road on July 28, 2025, and a 64 mph gust was reported on July 14, 2024. In a city this full of mature trees, the wind reports matter as much as the hail.

Do you need a permit to replace a roof in Edina?
Yes. Edina issues residential re-roof permits through ePermits, and the fee is based on the value of the job. A standard house re-roof is in the no-plan-review category. The system also lists a separate Residential Reroof Historic permit that requires plan review, which is the one to expect for a Country Club District home.
Using the city's own ePermits fee estimator, a $15,000 residential re-roof comes to a $328 building permit fee, a $5 contractor registration fee and a $7.50 state surcharge, for $340.50 total. The estimator requires a job value of at least $250 for a residential re-roof and $5,000 for a commercial roof, and commercial roofs are a separate permit type.
Commercial roofing with hot asphalt adds a fire permit: Edina lists an $85 fire operational permit for roofing operations with asphalt (tar) kettles. The Duro-Last membrane we installed on the Bloomington Lincoln roof is heat-welded, not mopped with hot tar, so that permit doesn't come into play on those jobs.

In multi-family buildings, the city's notice to condominium owners says permits must be applied for before work is done in the building or unit. What's it like to own property in Edina?
Edina is a Hennepin County city directly southwest of Minneapolis. Southdale brought it national attention in 1956, but its history starts with a flour mill on Minnehaha Creek and a 1920s neighborhood that was one of Minnesota's first comprehensive planned communities.
The city takes its name from the Edina Mill. Andrew Craik and his sons bought the old Waterville grist mill on Minnehaha Creek in 1869 and renamed it after Craik's home, Edinburgh, Scotland. The mill closed for good in 1906 after a series of floods; its dam is still under the Browndale Bridge, and the site became an Edina Heritage Landmark in 2006. Fifty years later, Dayton's and architect Victor Gruen opened Southdale Center on October 8, 1956. Seventy-five thousand people came to the opening of the country's first fully enclosed, climate-controlled mall. City Hall is at 4801 W. 50th St. The city's emergency preparedness page reminds residents that outdoor sirens are meant to be heard outdoors, that no all-clear tone is sounded, and that the threat doesn't end when the sirens stop.
